113. The contents of soil pans in public latrines shall be kept covered with either earth, sawdust, opium-packing or such other suitable material as the Council may approve.
114. The soil and urine collected in public latrines shall be removed therefrom daily by the public conservancy con- tractor as provided for by the terms and conditions of his contract.

115. Every latrine open to the public before sunrise or after sunset shall be at such times adequately lighted.
116 Any building used as a public latrine shall not be used as a dwelling.
Common Lodging Houses.
117. No building or part of a building shall be used as a Common Lodging House except under and in accordance with a licence in that behalf by the Urban Council. No licence shall be issued until the house and the keeper thereof are registered by the Secretary for Chinese Affairs. If any person who opens or keeps open any common lodging house contrary to the provisions of this Ordinance cannot be found, or if the keeper of any such common lodging house is absent from the Colony, the householder as defined by this Ordinance shall be deemed to be the person who opens or keeps open such house and shall be liable accordingly.
118. Every person who in making application for the licensing of a common lodging house, knowingly makes any false statement regarding any of the particulars required to be stated by such application, shall be liable to a fine not exceed- ing twenty-five dollars.
119.—(1) At the time of issuing any licence for a com- mon lodging house the Urban Council shall assign to every ated on cubie room in such house a printed ticket showing the number of capacity.

(2) The number shall be calculated with reference to the cubic capacity of the rooms, and so that in the case of sleeping rooms not less than three hundred and fifty cubic feet of air space shall be allowed for each person, provided that in measuring such air space no space at the height of more than ten feet shall be taken into consideration.
(3) The licensee shall keep every such ticket conspicuous- ly displayed on the wall of the room to which it is assigned by the Council, and no person in excess of the number shown on the ticket assigned to any room shall be accommodated therein.
120. Any house to be licensed as a common lodging house must be substantially built and in a good state of repair, and must be adequately lighted and ventilated, and all rooms which are to be used as sleeping places must be on all sides above the level of the ground immediately surrounding the
